Full Job Description
ASSESSOR FOR CENTRAL SCOTLAND VALUATION JOINT BOARD AND ELECTORAL REGISTRATION OFFICER FOR CLACKMANNANSHIRE, FALKIRK AND STIRLING COUNCILS.
The postholder has four distinct duties and responsibilities, three of which are statutory duties laid directly on him/her by law. The 3 statutory duties are:
- To compile and maintain the Valuation Roll
To compile a Valuation Roll for each of the 3 Councils which comprise the Board, Clackmannanshire, Falkirk and Stirling. To direct the administration of the Lands Valuation (Scotland) Acts in the valuation and regular Revaluation of non-domestic properties and the maintenance of the Valuation Roll. To ensure proper arrangements are in place to enable the transfer of information between the Board and each of the 3 Councils, to enable billing to take place.
- To compile and maintain the Council Tax Valuation List
To compile and maintain a Council Tax Valuation List for each of the 3 Councils, Clackmannanshire, Falkirk and Stirling. To direct the administration of the Council Tax legislation in the capital valuation and "banding" of all dwellings and the daily maintenance of the Valuation Lists. To ensure proper arrangements are in place to enable the transfer of information between the Board and each of the 3 Councils, to enable billing to take place.
- To compile and maintain the Register of Electors
To be the Electoral Registration Officer for the 3 Councils, directing the administration of the Representation of the People Acts in the preparation, maintenance and distribution of the Register of Electors each year and the preparation of the special lists for referendums and elections as required. To ensure there is proper liaison between the Electoral Registration Officer and each of the 3 Councils, particularly the Returning Officers.
The postholder will also be required to undertake all management duties and responsibilities relative to the Valuation Joint Board.
