Full Job Description
To ensure the highest quality of service is achieved by social work staff in the teams/services that constitute Placement Services through effective leadership and use of resources.
To ensure the provision of effective staff support and supervision and the development of professional practice.
To ensure the best possible outcomes and value for money is achieved from resources managed by the teams which constitute placement services.
To assist in the development and management of placement services across Moray through active participation in specific management groupings and activities.
To assist in the continuous improvement of the teams which constitute Placement Services.
Responsibilities
To be responsible for the management and delivery of Placement Services: placement services comprise Fostering, Adoption and Kinship Care.
To supervise, evaluate and be responsible for the quality and effectiveness of services provided through Placement Services working to national or agreed service standards.
To manage the continuous improvement of services provided by Placement Services.
To assess practice, personal development and personnel needs for staff working within Placement Services and be responsible for realising agreed staff development priorities.
To ensure the provision of day to day advice, guidance and assistance to colleagues.
To assist in the operational and strategic development of child care and Placement Services, managerial and professional practice as a member of the first-line management team.
To undertake additional Moray-wide/national child care Placement Services tasks and developmental projects.
Considerable post qualifying experience in placement services (services listed within the job description)/childcare area team/ equivalent setting.
Previous supervisory/management responsibilities.
Experience of multiagency working.
Experience of Inspections.
Experience of monitoring and evaluating services.
Experience of budget management.
CQSW or CSS or Dip SW.
SSSC Registration.
Chairing meetings.
Provide purposeful leadership in team and multiagency environments.
Good analytical and evaluative abilities and clear thinking.
Capacity to manage change.
Able to develop services and projects.
Able to consider services in structural and organisational terms.
Effective utilisation of financial and human resources.
A strong sense of professional identity and the role of social work.
Effective chairing of meetings.
Sound knowledge of social work theory and research and an ability to:
Relate this to practice
Promote the development of informed practice.
Able to liaise, plan and negotiate effectively at a senior level and across agency boundaries.
A commitment to deliver quality services to agreed standards.
Full driving licence and access to a vehicle.
Good communication, presentation and negotiation skills.
Capacity to make decisions under pressure.
Enthusiasm.
Ability to form productive and enabling working relationships.
