Scotlands Railway has challenging ambitions to improve the performance of train services for our passengers and customers making the performance team a challenging and exciting place to work.
At the heart of this performance improvement is the real time data which comes from our delay attribution team. Without this data we arent able to target our performance discussions effectively towards the areas that need most focus and improvement. This team implements the delay attribution process across Level 1, based in our Integrated Control, and Level 2, based in St Vincent Street.
As Route performance Measurement Manager you will manage the team across these functions to ensure we capture quality performance data and enable the consistent application of the delay attribution process in line with Delay Attribution Principles and Rules.
About the role (External)
Here are some of the duties your role will include: -
Lead the teams responsible for Delay Attribution, Data Quality and Dispute Resolution including delivery of the Network Rail Performance Manual and Performance Data Accuracy Code
Manage and lead on the delay resolution process and lead on the performance regimes and incentive calculation process outside the control environment.
Resolve and clear disputed incidents in the performance systems by taking the responsibility for all disputes to and including level 3.
Input to and influence on the national strategy for delay attribution and resolution through attendance and contribution at relevant forums e.g. Freight Attribution Delivery Group (FADG), Route Performance Measurement Managers Group (RPMMG), Delay Attribution Board (DAB).
In relation to delay measurement be accountable for accurate data capture of train movements and any revisions required due to infrastructure or rolling stock change.
Contribute to and provide support as appropriate, on performance measurement issues with key stakeholders and maintain the production of daily, weekly and periodic information on the fiscal and lateness/delay calculations for each of the regimes and their sub-components.
Undertake the competency assessment process, record, identify and satisfy development needs to deliver a consistent level of performance data integrity.
Lead the route input to additions and changes to the Delay Attribution Guide.
Act as the senior user, identifying system amendments and updates, including the update of reference data, within appropriate timescales.

High degree of numeracy, literacy and I.T skills
Ability to work to tight timescales
Understanding and experience of train operations and the railway business
Strong analytical skills
Ability to use complex modelling tools
