Full Job Description
As a member of the management team, to provide the leadership contribution necessary for the effective operation of CITB, to externally and internally be an advocate of CITB's purpose, aims and vision, and to work effectively with others across CITB in order to achieve the synergies that deliver CITB's objectives. To provide management expertise across all areas of team functionality, ensuring internal integration, effective and efficient operation, and clear direction and purpose that in turn, shapes priorities, objectives and outcomes
Role Portfolio:
To implement national and regional strategy of CITB in a designated delivery area as defined within the operational business plan
Working with Apprenticeship Operations Manager to develop and implement area delivery plan for apprenticeship recruitment and employer/learner support (circa. 650 learners per ADM where responsible for ADO's circa 500 where responsible for ADC's) working within agreed budgets
Ensure revenue targets within the designated area are achieved and that activity is managed within any agreed budgets
Manage the relationship with training provider curriculum/departmental managers responsible for the progression and planning of learner activities to understand any issues and escalate to the contract team where needed.
Engage with managers across all CITB teams to fully understand the complete offer in terms of CITB products and services and ensure IAG on all matters is delivered to the area employers and stakeholders
Promote and deliver objectives and financial targets in support of other teams
To be the main representative of CITB in the designated area for all ITB Apprenticeship related matters
Ensure delivery and performance are managed to the highest inspection standards through Ofsted, Estyn, and SDS requirements
Responsibility for ensuring learner Wellbeing and Safeguarding
SAR & QDP development and responsibility for implementing action plans
Developing staff capabilities, reviews (desk top audits, observations etc), paperwork, induction etc
Agreeing census schedules with providers where applicable (England/Wales)
Management of area marketing and recruitment budget
Income generation through Apprentice recruitment/progression (average 2.5m per ADM per annum)
Line management of area team (up to 10 direct reports
Role Accountabilities:
To set and manage performance against relevant aims and objectives for the delivery team within a designated area in order to achieve regional and area objectives such as revenue generation, contract compliance, budget management, and stakeholder engagement
Utilising expertise and experience in provision and funding management to ensure the best outcomes for learners under criteria defined in each nation
Link industry/employer demand to development of available provision within the area
Role model CITB behaviours and competencies as outlined in the CITB behavioural competency framework
Effectively communicate the vision and direction for the (portfolio) team, aligned to the aims and objectives of CITB; ensure the portfolio is understood in the context of CITB as a whole.
Provide guidance and ensure adherence to all Corporate Policies and Standards; demonstrate personal adherence to the Corporate Responsibilities for the role (link)
Provide input into setting budget(s) for own area and then track and manage spend against budget.
Continually assess resource needs to ensure effective delivery of team objectives; identify and secure the internal and external resources that enable the team's contribution to the achievement of CITB objectives.
Research / obtain insight into customer needs in order continually improve the customer experience. Apply analytical skills in order to be able to evaluate mainly factual (and may include qualitative) information. Ensure problem solving and decisions take into account a range of appropriate sources, both internally and externally
Use communication skills, including interactive listening, influencing and diplomacy skills with colleagues in CITB, in order to be able to achieve the right outcome for the Team, work with others effectively across other team in order to achieve synergies.
Essential at appointment
Educated to degree level or equivalent with relevant professional/management qualification, or equivalent level of knowledge gained through extensive relevant experience
Knowledge and experience of learning provision and learner management operating under government contracts and inspection criteria
Knowledge and experience of funding management via contract and sub-contract arrangements within a learner context
Comprehensive knowledge of concepts and principles within own professional discipline, gained through broad and in-depth experience - a recognised expert and acknowledged authority within their particular field of expertise
Basic knowledge of other business disciplines in order be able to resolve issues that have an impact beyond own professional discipline
An understanding of how own business area integrates with other business areas in order to achieve the goals of CITB
