The Role

The purpose of the Procurement Officer role is to provide tactical and strategic procurement support to NHS Lanarkshire to help achieve best value for part of NHS Lanarkshires c.£310m annual third party non-routine expenditure on goods, works and services.

The Procurement Officer has discretion to act in order to ensure an efficient and effective purchase to pay process within the wider source to settle process, for all relevant supplies, works and services for NHS Lanarkshire in accordance with Procurement Regulations, Standing Financial Instructions (SFIs) and local Procurement policies and processes.

What we'll need you to bring 

A relevant qualification or qualifications equivalent to Level 6 or higher, on the Scottish Credit and Qualifications Framework (SCQF) - https://scqf.org.uk/interactive-framework/ such as Highers, National Certificate, HNC, SVQ Level 3  and a CIPS Diploma in Procurement & Supply (CIPS Level 4 equivalent to NVQ4 / SVQ4) or equivalent or significant relevant experience in Procurement and supply chain environment.

The majority of the work will be non-routine as buying activity will cover a range of commodity areas and will require the post-holder to apply intermediate level theoretical knowledge acquired through on the job training in order to be able to determine the most appropriate route to market for user requirements by becoming familiar with the range of goods and services covered by national contracts (made available by NSS National Procurement and other collaborative buying hubs) and local contracts put in place by the local Strategic Sourcing team. Where no defined route to market is available, the Procurement Officer must utilise intermediate theoretical knowledge regarding applicable procurement regulations (Procurement Reform (Scotland) Act 2014, Public Contracts (Scotland) Regulations 2015 and Health Board Standing Financial Instructions) to determine how the requirement can be compliantly met.

Strong evidence of IT literacy, analytical and data management skills, in particular how to manage data using Microsoft Excel

Good organisational skills and good communication skills in oral, written and presentation format.

Understanding of Purchase to Pay processes and the basic principles of contract law

It would be great if you also have

HND or degree in a relevant discipline or CIPS Advanced Diploma (Level 5) or CIPS Professional Diploma (Level 6)

Experience in undertaking public sector procurement activity e.g. competitive quotations (quick quotes) or regulated procurements (tenders)

Knowledge of public sector procurement regulations - (Procurement Reform (Scotland) Act 2014 and Public Contracts (Scotland) Regulations 2015

Excellent analytical skills (Advanced Excel and Business Objects)

Ability to interpret complex information and evidence based data to provide direction

Ability to use MS Excel to perform data analysis tasks using features such as vlookups and ability to utilise pivot tables

Driver with a full, valid UK/EU/EEA licence 

Ability to drive to sites across NHS Lanarkshire

The office location for the role will be at NHSL Headquarters, Kirklands Hospital, Bothwell, G71 8BB. Remote, hybrid working is available based on a minimum 2 office days per week.

The working pattern for this role Mon-Fri; 9:00-5:00

From 1 April 2024, the working week for NHS Agenda for Change workers in Scotland will be reduced.  Full-time hours will reduce from 37.5 to 37 hours (pro rata for part-time staff) without loss of earnings.

NHS Lanarkshire will implement this change but it may not be possible to fully transition from 1 April and there may therefore be some areas of the organisation where implementation may take longer.  If the department is currently unable to safely accommodate the reduced hours from 1st April, you may be required to work 37.5 hours per week until the department can meet the requirements without impacting patient safety - you will, of course, be remunerated accordingly. NHS Lanarkshire is committed to full implementation of the 37 hour working week across all areas as soon as it is safe to do so.
