NHS Lothian is looking to appoint a Strategic Programme Manager (Band 8a) to join the Screening team within the Public Health Directorate. The postholder will provide public health leadership across three screening programmes (Abdominal Aortic Aneurysm screening, Diabetic Eye screening and Pregnancy and Newborn screening).

The postholder will be responsible for a team of Public Health Project Managers and Project Officers within the Public Health Directorate and will work closely with the Heads of the relevant clinical services to ensure effective delivery of the screening programmes across the whole pathway.

The postholder will drive work with colleagues across the system to strengthen the screening programmes, ensure equity of access and to reduce health inequalities.  They will provide public health advice and expertise to guide the development of the programmes, support incident investigations and ensure effective governance.

The successful candidate will be able to demonstrate their ability to provide consistent leadership in a style which engages, enables and empowers others. They will work closely with the Consultant in Public Health to facilitate collaboration across the programme pathways and deliver improved health outcomes.

The successful candidate will be a highly motivated individual with strong communication skills, an in-depth understanding of inequalities in health and screening programmes, and a significant proven track record in the field of Public Health.   Candidates will possess highly developed specialist public health knowledge underpinned by theory and experience. Previous experience in screening would be valuable.

The department is organised around Population Health, Health Care Public Health and Health Protection.  The post-holder will join the Screening and Early Detection Team within the Health Care Public Health division.

NHS Scotland is reducing their full-time working week from 37.5 to 37 hours per week from 1 April 2024 but with no change in pay.  This reduction will also be applied pro rata for part time staff.  This advert and any subsequent offer/contract of employment therefore reflects the new working hours.  However, as not all service areas will be able to adopt the 37 hour working week immediately from 1 April 2024, you may be required to work up to an additional 30 minutes per week for a temporary period for which you would be paid until the service you are working in changes rosters or working patterns to accommodate the new reduced working week.  If you have any questions or concerns, please contact the Recruiting Board.
