Battalion Cadet Executive Officer (CEO)

Job Purpose:

To lead the provision of Logistic Support (Log Sp) to Angus and Dundee Battalion, and support the CEO in the provision of PSS support to the Commandant.

General Description of Role  

 

a.

The Cadet Quartermaster (CQM) is a Crown Servant and a full-time civilian employee of the Reserve Forces’ and Cadets’ Association for Highland RFCA.  

 

b.

The CQM is accountable to the Chief Executive through the CEO for the provision of Log Sp to the ACF in accordance with the policies laid down by the RFCA and MOD Regulations. Westminster G4 Stores System (or any other management information system required by Army) will be used to conduct Log Sp. 

 

c.

The CQM will be required to deputise for the CEO in their absence. Therefore, they are to be aware of the CEO’s main responsibilities (with the exception of Designated Safeguarding Lead duties).  

 

d.

The CQM is on an All Hours Worked (AHW) Contract that recognises the requirement for additional hours to be worked in the evenings and weekends and is based on an average working week of 46.5 hours (including lunch breaks). AHW staff do not receive overtime but Time Off In Lieu (TOIL) may be given.  

 

PRINCIPAL AREAS OF ACCOUNTABILITY/TASKS AND DUTIES:

Description of Primary Duties  

 

a.

Stores Accounting  

 

(1)

The maintenance and management of all Battalion accounts and the implementation of a system of control and co-ordination for the secure storage, receipt, issue and accounting of all equipment on issue to the Battalion including weapons, ammunition, clothing, vehicles and stores (including training stores, accommodation stores and loan stores).  

 

(2)

Maintenance of Special Stores Registers as required.  

 

(3)

Preparation of documentation for items requiring workshop repair, and the management of back loading and, where necessary, replacement stores requested using JAMES or other logistic systems.  

 

(4)

Management of public accounts in respect of rations.  

 

(5)

Recovery of clothing and completion of documentation (case files) for all losses in accordance with current Ministry of Defence (MoD) regulations. 

 

(6)

Control and management of weapons and ammunition allocated to the Battalion, including their correct storage in accordance with current security regulations.  

 

(7)

Preparation of all accounts and ledgers for audit and stocktaking by outside agencies including the Logistic Support Assurance & Inspection (LSAI) and Equipment Care Inspection (ECI).

 

b.

Checks & Examinations  

 

(1)

The management of all Stocktaking and managerial examination of accounts including Equipment, Miscellaneous, Loan, Rations, Clothing and Accommodation accounts throughout the Unit in line with JSP 886 and other relevant publications.  

 

(2)

Supervisory visits to Company and Detachments in conjunction with CAAs, which will cover G4 aspects of their responsibilities.  

 

(3)

Conduct managerial checks on stores and accommodation at Company HQ and Detachments on changes of command.  

 

(4)

Coordinating the testing of all portable appliances as directed by Highland RFCA.  

 

(5)

Ensuring corrective action is taken on all external inspection (Fire, Range, ECI, MEI, LSI, Ammo, Rations) reports.

 

c.

Accommodation and Accommodation Stores  

 

(1)

Facilities Management of the Battalion’s Training Centre and Stores, including fault reporting.  

 

(2)

Raising works services for building repairs.  

 

(3)

Management of the Battalion laundry and dry cleaning contract.  

 

(4)

Supplying, maintaining and replacing furniture, furnishings and, in association with the Unit Fire Officer, maintenance, servicing and inspection of fire-fighting equipment within the Battalion.

 

d.

Supervision and Reporting  

 

(1)

Supervision of the CSA and CAAs G4 responsibilities, including follow up action on CAA Detachment reports.  

 

(2)

First Reporting Officer for Performance and Development reports (PDRs) for the CAAs, CSA, Caretaker and Cleaner on CASCADE.  

 

(3)

First Reporting Officer for processing leave requests, timesheets and sickness absence for the CAAs, CSA, Caretaker and Cleaner on CASCADE.  

 

(3)

Supervising Officer for catering including contract catering at camps.  

 

e.

Support to Training (including Camp) and Activities.  

 

(1)

Provide Log Sp to weekend training and activities at Battalion level and, where necessary, arrange for temporary loans from appropriate sources of items needed to support such training and activities.  

 

(2)

Demand, collection and return of all loan items issued for annual camps.  

 

(3)

Detailed allocation of sub unit accommodation for annual camps including handover/takeover procedures.  

 

(4)

Indenting for and control of Operational Ration Packs (ORP) from Log Sp, on repayment from ACF sub units.  

 

(5)

Be the main point of contact for booking camps, accommodation and training areas using the BAMS system.

 

f.

Provision of Advice and Direction of Policy  

 

(1)

Provide professional advice to the Commandant and CEO on all Log Sp matters such as catering, weapons, ammunition and equipment management, hazardous substances, fuel efficiency, vehicle management and building maintenance.  

 

(2)

Assist the CEO in the production and implementation of the SHEF Management Action Plan.  

 

(3)

Direct and supervise the CAAs on frost precautions to be taken at ACF properties.

Description of Secondary Duties 

 

a.

General  

 

(1)

Demand and distribution of army forms and maps.  

 

(2)

The CQM is to carry out other instructions and duties as directed by the CEO consistent with their employment grade. 

 

b.

Transport The CQM is the Battalion Motor Transport Officer (MTO), and is required to:

 

(1)

Maintain an up to date list of authorised drivers.  

 

(2)

Be responsible for the overall organisation and control of Battalion vehicles including repairs, servicing, MOT and allocation of vehicles for training.  

 

(3)

Arrange the hire of vehicles as required.  

 

(4)

Control work tickets, FMT 600 and vehicle accident forms.  

 

(5)

Nominate a MTWO to assist with the above. 

 

c.

Safety, Health, Environment, Fire and Sustainable Development (SHEFSD)  

 

(1)

The CQM is to nominate and support the Unit Fire Officer and, in accordance with the DFRMO (A) Fire Safety Management Plan, issue the fire safety equipment, orders and signs for all ACF properties, supervise the regular testing of equipment and action any reports or inspection recommendations.  

 

(2)

The CQM is to be the Battalion representative on the HRFCA and 51 Infantry Brigade (51X) Health and Safety Committees.  

 

(3)

The CQM is to be the focal point for the preparation of site risk assessments for ACF properties within the county covering buildings and external areas and, where appropriate, manual handling and work equipment.

 

(4)

The CQM is to be the energy and fuel efficiency officer for the County/Sector/Battalion on behalf of the HRFCA Chief Executive.

 

d.

Security  

 

(1)

The CQM is to act as the Assistant Unit Security Officer and is to control the security arrangements as detailed by the CEO, for locations including the unit ammunition store, armouries and all security keys.

General Qualifications and Personal Attributes 

 

a.

Essential  

 

(1)

Be of the standard to hold a commission in the Army Cadet Force.  

 

(2)

Be a flexible, robust and diplomatic individual.

 

(3)

Be available and prepared for frequent evening and weekend working.


(4)

Working knowledge of IT systems, Outlook, MS Office, Excel.

   

b.

Desirable  

 

(1)

Have a sound knowledge and experience of military logistics systems.  

 

(2)

Have experience of working with volunteers.  


(3)

Be conversant with staff work to facilitate dealing with military headquarters.  

 

(4)

Be able to provide firm but tactful guidance on logistic support requirements and limitations to the Commandant and senior Cadet Force Adult Volunteers (CFAV).

Specific Requirements  

 

a.

As a condition of this employment, the CQM is required to become a member of the Army Cadet Force in the paid rank of Captain.

 

b.

Must hold a full driving licence.
