Full Job Description

We are looking for an accomplished and enthusiastic person to join our team in the King’s and Lord Treasurer’s Remembrancer to cover a fixed term maternity leave vacancy.
The KLTR is a specialised service which focuses on dealing with ownerless property in Scotland which includes but is not limited to land and property of dissolved companies.
As our Deputy Head of Governance and Compliance you will lead on initiatives ensuring good governance throughout the KLTR Office and implementing strategy across the Office, with the support of the Chief Finance Officer. Your role will include in-depth involvement in planning and attending our Advisory Board, Audit Committee and Executive Management Team meetings and reviewing, creating and shaping new governance processes and publications. You will work closely with the Chief Finance Officer in ensuring effective delivery of our strategic objectives, advising on compliance matters and maintaining our strategic risk register and risk management strategy.
This is a key and unique role within KLTR which will see you working regularly with the Chief Executive as well as the Chief Finance Officer and the Executive Management Team of which you will be a member. In your role you will be working to drive continuous improvement and establish the KLTR Office as a leader in good governance and compliance practice., The post holder will work with a high degree of autonomy but be accountable to the Chief Finance Officer for the effective and efficient delivery of the role and associated activities. The postholder’s main responsibilities will include:
+ Supporting the Chief Finance Officer in ensuring delivery of the strategic objectives and business plan;
+ Supporting the development of annual board programme, co-ordinating the board’s self-evaluation and development activities;
+ Supporting on overseeing and coordinating updates to the quarterly scorecard document which records progress against our strategic objectives and business plan;
+ Attending and organising Executive Management Team meetings (of which you will be part), Advisory Board meetings and Audit Committee meetings, as well as away days. This will see you working closely with the Chairs and all members of the Board and Audit Committee to further governance arrangements.
+ Overseeing compliance with and reviewing the KLTR’s Records Management Plan;
+ Assisting the Chief Finance Officer in the preparation of the KLTR annual accounts and annual audit as required;
+ Supporting and carrying out initiatives to ensure good governance and compliance across the Office; and
+ Inter-team collaborating to review a wide range of policies and processes.
+ Developing relationships with the wider COPFS office and external stakeholders such as Audit Scotland, the Scottish Public Services Ombudsman, Information Commissioners Office and Freedom of Information Scotland Act Commissioner.
Role Specific Responsibilities
+ Advising the Chief Finance Officer on compliance with the Scottish Public Finance Manual and other relevant guidance and regulations on financial management and accountability;
+ Improving board committee structures and information flows, addressing any issues or concerns that may arise from members;
+ Leading on the preparation of the business plan for financial year 2025/26;
+ Organising and leading bi-monthly all-office knowledge meetings, sourcing speakers and ensuring engaging sessions relevant and interesting to all colleagues;
+ Reporting and escalating any significant risks or issues to the Chief Finance Officer, providing assurance on the effectiveness of the risk management framework;
+ Establishing and maintaining a comprehensive strategic risk register with the Chief Finance Officer that identifies and evaluates the key risks facing the KLTR, and the mitigating actions and controls in place to manage them;
+ Working with the Chief Finance Officer in developing and maintaining the KLTR’s risk management strategy, including oversight of the strategic risk register;
+ Leading on the coordination of the KLTR staff survey and analysis of the results., This is a demanding role and will involve taking forward significant strands of work with a large degree of autonomy.
This will be suitable for candidates with a background in governance and risk management, having worked closely with accountable boards in an advisory capacity and having worked within a legal field.

+ Evidence of identifying strategic opportunities and making informed and complex decisions;
+ A good understanding of governance processes;
+ Experience of drafting governance documents including framework documents, strategic plans, publication schemes and assurance frameworks;
+ Work effectively under pressure and lead others to meet competing demands;
+ An understanding of the compliance framework in which KLTR operates (particularly the Scottish Public Finance Manual, FOISA and DPA);Excellent leadership and interpersonal skills and the ability to negotiate and influence at senior levels.
+ An existing network of governance specialists from other public sector organisations would be beneficial., Successful candidates must undergo a criminal record check.
