Job Description

The Finance Manager is responsible for the management of a comprehensive financial support service to all Departments of the Council and other external bodies connected to the Council. This service includes accountancy (financial planning, budget monitoring, annual accounts), payments (accounts payable and receivable, banking, insurance, landfill tax and VAT), treasury management and corporate procurement.

Requirements

Manage the Accountancy and Payments and Procurement sections within Financial Services.
Provide financial information, advice and support to departments in the Council, including ad hoc project work.
Ensure the provision, documentation and development of adequate financial management systems and procedures.
Ensure timeous completion of VAT returns, grant claims and statistical returns.
Ensure the provision of treasury management services.
Ensure the provision of sundry debt collection and banking services

Co-ordinate the production of the Annual Report and Accounts.
Co-ordinate support to the financial planning process.

The Individual

At least three years Management / Supervisory experience.
Experience of work in a discipline relevant to the post: finance or procurement.
Accountancy qualification: member of CCAB body / CIMA.
Ability to manage staff and encourage effective teamwork.
Ability to delegate.
Ability to co-ordinate workloads.
Ability to interpret, apply and explain technical policies, procedures, guidance and legislation.
Strong written and oral communications skills and an ability to deal effectively with queries and provide advice.
Self-confident and self-motivated.
Computer literate with working knowledge of Microsoft Excel, Word and Outlook. Strong organisational and time management skills.
Strong customer focus.
Ability to motivate others.
Confident and assertive.
Committed and able to work under own initiative.
Ability to manage workload, address conflicting priorities, meet deadlines (statutory and internal) working to a high degree of accuracy.
Politically sensitive and astute.
Ability to write clear, concise and easily understandable reports for Senior Officers and Members.
Experience of working under pressure and delivering work to deadlines.
Ability to establish confidence, credibility and trust.
Ability to contribute to the development of financial policies.
A flexible approach to new working practices and technology.
High level diplomatic, interpersonal and negotiating skills with the ability to communicate effectively with Senior Officers, Members and External Audit.
Appreciation, acceptance of and commitment to the importance of confidentiality.
Ability to work in a shared office.
