Are you looking for a high profile and dynamic role, which will bring you in contact with a wide range of stakeholders? To help us deliver our responsibilities, we are seeking a qualified and experienced individual to fill the Head of Intelligent Transport Systems (ITS) Operations within the Operations Team in the Roads Directorate. You will lead the ITS Operations Team in the management, delivery and performance of our Traffic Scotland Operations and Traffic Scotland Infrastructure Contracts, and our Traffic Customer Care Line. These long term, high value national contracts are central parts of our Traffic Scotland Service focussed on the safe and resilient operation of the trunk and motorway road network and the provision of high quality traffic and travel advice to the travelling public. ITS is an enabler across many areas of transport and you will work closely with colleagues from a range of internal and external teams to support integrated delivery of our services. It is also a rapidly evolving field, with developments taking place in a wide range of areas, including in connected and autonomous vehicles, data and connectivity. This is a great opportunity to play a professionally and personally rewarding leadership role in supporting the evolution of the Traffic Scotland Service to ensure high levels of contract and service performance whilst taking advantage of that technology change to support economic growth, net zero, road safety and deliver improved customer service to those who use our network. Transport Professional Pay Supplement This post attracts a £5,000 pay supplement (pro rata). Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review. Responsibilities
- You will be responsible for leading a team of 5 B3 Project Managers.
- You will form part of the Operations Management Team, working closely to support the National Operations Manager - ITS with other C band staff to set direction, oversee service delivery and manage risks.
- You will be responsible for the delivery of the ITS Signs Supply and Install Contract and the Traffic Scotland Infrastructure Contract which includes all aspects of commercial, performance and asset management of over 15,000 roadside assets. This includes leading on the delivery of STPR2 recommendation 35 to deliver a multi-year / high value investment programme to renew and replace roadside ITS equipment.
- You will be responsible for The Traffic Scotland Operations Contract which includes the delivery and development of our 24/7/365 National Control Room Service including our National Traffic and Travel Information and Traffic Data Services.
- You will oversee the delivery of The Traffic Customer Care Line.
- You will lead on the procurement of all of the above contracts to ensure ongoing continuity and continuous improvement in service delivery.
- You will play a leading role in the development of ITS strategy / policy and engagement across a wide range of TS, SG and industry partners to deliver integrated services and take best advantage of technology change to inform all aspects of Transport Scotland's ITS technology.
- You will be required, on a rota basis, to assist Transport Resilience partners in the response to the consequences of critical or major issues on the trunk road network , ensuring that our supply chain take appropriate action to restore the trunk road network back to normal operation as soon as possible and to brief Scottish Ministers and the media at the earliest opportunity., ITS / transport technology

A suitable degree in Civil Engineering, or equivalent, and be a chartered member of an appropriate professional body and registered with the Engineering Council., 1. Demonstrable post-Chartered experience of trunk road network operations, management or development. 2. Significant experience in roads and transport infrastructure schemes in at least two of the following
