Full Job Description

  • Understand and utilise financial information to determine and analyse the cost of carbon
  • performance improvements.
  • Constructively manage media requests in such a way as to protect the reputation of the

  • Lead and/or co-ordinate a range of challenge and performance management
  • programmes and projects that involve working through other people, whom the post holder does not have direct authority over, to secure specified performance improvement outcomes.
  • Build productive and successful inter-personal and business relationships with a diverse
  • range of internal and external partners, potential and existing service providers (in particular, relevant senior managers who have responsibility for service delivery to enable effective performance management) and other relevant stakeholders, whom the post 3 holder does not have direct authority over, in order to achieve specified business and commissioning outcomes.
  • Resolve complex and contentious problems or enquiries from a wide range of
  • clients/sources.
  • Negotiate with and influence a diverse range of internal and external stakeholders,
  • including potential and existing service providers (in particular, relevant senior managers who have responsibility for service delivery to enable effective carbon management) to secure specified business and commissioning outcomes.
  • Undertake high level negotiations with service providers in relation to setting and
  • achieving a carbon improvement targets, within limited resources to achieve outcomes.
  • Analyse and interpret complex information, events and activities in order to inform
  • decision making.
  • Be flexible and exercise sound judgement to solve challenging problems.
  • Work under pressure to meet demanding deadlines.

  • Work with and manage Elected Member relationships.
  • Provide technical advice, information and guidance to Elected Members whilst remaining

  • Work, directly and/or indirectly, with the following types of contacts (this list is not
  • exhaustive) for the purposes of undertaking the commissioning role and delivering desired Council outcomes: o staff, across the Council, who are involved with service delivery and environmental performance; o existing and potential commissioned service providers; o key external client groups including the general public, residents, businesses, community representatives, central government departments and agencies; and o key internal clients including Elected Members, Legal Services, Finance, Human Resources, Information Governance and other service area managers and frontline staff. o Make decisions on a daily basis relating to a wide range of varied, complex and contentious issues that carry a high risk for the Council, including decisions in relation to statutory responsibilities of the Council.

  • Degree level qualification / other relevant training or experience that gives an equivalent

  • Extensive working knowledge of the Climate Change challenge and carbon
  • management issues;
  • Significant and demonstrable experience in a similar role, including experience of
  • providing professional/specialist advice, information and guidance to officers at a senior level.
  • Extensive knowledge of Council service(s) and how they interface with each other across
  • the Council as a whole.
  • High level of professional competence and expertise in a range of technically complex
  • or high-risk areas.
  • Experience of working at a strategic level in the development and delivery of
  • strategies and policies.
  • Extensive experience of commissioning services and effective contract and performance
  • management of providers.
  • Successful and effective time and resource management experience to ensure plans,
  • projects and activities are delivered on time, within budgetary resources and deliver agreed outcomes.
  • Familiarity with carbon and energy reduction projects.
  • Project financial management experience;
  • Report writing experience.
  • Working to tight deadlines and meeting targets;
  • Working in a political environment.
  • Desirable:
  • Good understanding of environmental and carbon management systems and the low
  • carbon economy.
  • Experience of identifying high level risks and significant areas for development within
  • specific and across wider service
  • Experience of working collaboratively with community organisations and multisectoral
  • project teams.
  • Experience of giving presentations to varied audiences.

  • Design an intervention programme for carbon performance improvement.
  • Develop priorities and outcomes based on evidence and sound analysis.
  • Develop, lead and manage project teams to deliver specific aims and objectives., Communicate concisely, clearly and effectively in all forms and particularly for the
  • purposes of translating complex messages into clear and simple language including the ability to write and deliver appropriately drafted reports to internal and external stakeholders.
  • Utilise appropriate ICT to support the carbon management role but in particular to support
  • the analysis and evaluation of complex data relating to trends and future needs and demands.
  • Ability to work flexibly in a fast paced, outcome focused, changing environment;
  • Ability to think laterally and develop creative and innovative solutions;
  • Ability to negotiate and show high levels of sensitivity and judgement;

  • Ability to work from home on a regular basis, with the requirement to attend your

  • Travel within and out of the County for the purposes of undertaking the role.
