Full Job Description
- The Offshore Medic shall act as the primary source of medical advice on the installation for any personnel suffering from illness or injury.
- They shall be capable of exercising appropriate and competent medical skills in the event of an injury or acute illness, providing advice, and consulting with onshore topsides medical services and onshore management, as required...
- They will also act as focal point for a number of Occupational Health topics such as noise, COSHH, manual handling etc.
- They will provide advice, undertake monitoring and maybe required to undertake compliance checks in relation to these topics.
- Diagnosis and Initiate treatment of illness on-site as per Medics Medical Standard Operation Procedures, including initiation of prescription medications, (in consultation with the Topside Doctor); this may include acute medical. and surgical conditions requiring immediate skilled treatment.
- Provide initial emergency response, resuscitation and stabilisation of critically ill or injured (trauma) patients, utilising relevant emergency medical protocols.
- Communicate and provide details to the Topside Doctor for the management and treatment of medevac cases providing appropriate referral documentation for injured or ill personnel requiring medevac and liaise with logistics personnel to arrange safe transfer onshore to receive further medical treatment.
- Identify potential issues between an individual's medical assessment, any medication of concern and their work scope informing the OIM of potential issues and manage accordingly with input from topside.
- Maintain accurate patient medical records and ill health/incident reporting in accordance with Medics Medical Standard Operation Procedures & Statutory requirements.
- Maintain complete and accurate written and computerised records, reports, statistics and referral letters relating to all clinical work and ensure the security and confidentiality of information under the requirements of the General Data Protection Principals (2016) and Access to Medical Records Act (1990).
- Order, maintain and control adequate stocks of medical equipment and pharmaceuticals in the sickbay, as per MSOPs, the Company's drug formulary and/or as directed by the Remote Medical Services Team.
- Operate all medical emergency equipment listed within MERP, MSOPs. Conduct regular functional checks and keep a record of weekly checks.
- Ensure appropriate distribution and storage of medical supplies around the installation and sickbay. Dispose of clinical waste correctly and in line with clinical waste protocols.
- Undertake housekeeping activities including but not limited to re-stocking and cleaning of equipment, e.g. monthly defrosting of drug fridge.
- Maintain all first-aid and eye wash stations throughout the installation/site and maintain accurate records.
- Complete regular inspection and maintenance tasks on the condition of medical emergency equipment, as stipulated in NEO's procedures and the planned maintenance system requirement.
- Conduct non certificated first aid training with the First-Aiders, and casualty handling with Stretcher Teams using a Medics first-aid training template.
- Assist in the planning of emergency procedures to ensure an appropriate first-line medical response to an emergency situation.
- Actively participate in emergency response for major medical incidents, including participation in medical exercises and the refresher training of first-aid teams and stretcher parties on the installation Emergency Response Plan.
- Adhere to NEO's health promotion goals, e.g. implementation of Healthy Working Lives award programme, and encourage healthy living by providing regular education on lifestyle issues.
- Manage and participate in health surveillance programmes for employees who may be at risk, in line with the NEO's occupational health policies and procedures and maintain appropriate records.
- Provide and participate in education and training programmes relevant to occupational health and maintain appropriate records.
- Conduct and participate in Health, Safety Environmental (HSE) briefs and inductions for all new installation personnel as required.
- Act as installation Potable Water Management focal point. Complete water management activities as required, completing periodic potable water testing and routine water sampling for chemical and microbiological analyses, chlorination of fresh water tanks as required, acceptance testing of bunkered water prior to onboarding. Maintain all appropriate records.
- Act as installation Noise Focal Point, develop annual noise monitoring plan in conjunction with onshore HSA, ensure noise monitors remain calibrated, conduct noise monitoring on a trip by trip basis as per PMRs and Noise Action Plan, co-ordinate personal dosimetry, update NEMS monitoring system and advise platform management on any concerns relating to noise exposure.
- Act as installation COSHH Focal Point, ensure COSHH assessments and Exposure Scenarios are maintained and up to date and arrange for new assessments to be completed as required. Ensure SDSs for substances held on the platform are valid and stored at appropriate locations.
- Act as Display screen equipment (DSE) focal point ensuring that personnel complete DSE assessments as per company policy. Review online DSE assessments completed by personnel and follow up on any identified issues ensuring they are passed on to relevant platform / onshore personnel for action as required. Ensure records are maintained and provide updates to onshore HSE Advisor as requested.
- Act as Manual Handling Assessment focal point, ensuring manual handling assessments are completed, recorded and maintained and identified controls implemented.
- Act as installation focal point for Benzene Management. Ensure that personnel involved in activities that may expose them to Benzene have received appropriate awareness training. Working with the Barge Master, ensure that Benzene meters are available at all times and subject to routine calibration as required. Ensure suitable stocks of equipment are ordered and maintained to facilitate required testing.
- Act as the installation focal point for Health Surveillance as required e.g. assist as required with any health surveillance and monitoring which is flagged as required by topsides medical services post completion of Health Surveillance Screening.
- Carryout qualitative face fit testing for personnel who require re-assessment and need to wear respiratory protective equipment and maintain appropriate records.
- Complete all medic assigned PMRs.
- Complete regular hygiene inspections of the galley and accommodation using the company hygiene template, maintain records on site.
- Participate and support installation management, in the investigation, reporting and analysis of incidents, including assisting in the investigation of personal injury and diseases and any other incidents as requested by OIM. Ensure corrective actions assigned to role are robustly completed in a timely fashion.
- Participate in the installation's/site's internal audit programme as requested / required.
NMC if Registered Nurse. - HCPC if Paramedic.
- Competent in resuscitation procedures, including thrombolysis, and the use of available ECG and monitoring devices.
- Competence in the communications protocol with the topside emergency doctor service.
- Knowledge of local emergency response (multi-casualty/major injury or illness/death), including competence in applying triage, arranging emergency treatment areas and medevac procedures.
- Competence in applying company procedures for the management of disease outbreaks, e.g., food poisoning.
- Knowledge of, and ability to use, the ISOS Medics IT system.
- Ability to Supervise first aiders and provide regular first-aider training.
- Knowledge of Oil and Gas UK guidance on medical fitness for offshore work.
- Ability to make informed decisions within the bounds of accountability, taking into account external factors, such as weather conditions and accessibility to onshore emergency medical services.
