Full Job Description

Are you passionate about stakeholder engagement and communication? The Emergency Preparedness, Resilience and Response (EPRR) Division sits within the Directorate for Chief Operating Officer, NHS Scotland, within DG Health and Social Care (DGHSC). The division provides practical support to health boards that deliver emergency planning and response, as well as advice to ministers and colleagues across the Scottish Government on all aspects of health resilience activity. We operate under 4 key themes: Policy; Preparedness; Response; and Recovery. Our work also includes other key areas such as CONTEST (Counter Terrorism Strategy), business continuity and planning, Major Incidents & Mass Casualties, testing and exercising and pandemic planning and preparedness. This role provides the opportunity to lead on developing resilience practice, in particular the key element of Preparedness, by providing strategic policy oversight and assurance of health resilience Training and Exercising (T&E). This also includes the promotion, identification and application of lessons from local and national exercises and incidents, through the effective debriefing protocol and by managing the national lessons process. Responsibilities

  • Establishing an organisational learning environment by taking a systematic approach to devising objectives for the nationally led SAFE HANDS T&E programme across NHSS.
  • Commissioning the operational delivery of health resilience T&E across NHSS (in addition to those identified above) and maintaining oversight, in order to provide assurance on levels of preparedness and capability.
  • Developing the strategy for, and have oversight of the delivery of, the Lessons Identified Process in order to provide assurance on learning, promote best practice and improve overall resilience of healthcare services.
  • Maintaining positive working relations with a variety of external bodies, including national and territorial health boards, Health and Social Care Partnerships (H&SCP), UK Government departments, and other multi-agency partners at a senior level in order to support them in the development of their resilience in order to discharge their statutory responsibilities in relation to the Civil Contingencies Act 2004.
  • Providing advice and support to health colleagues on UK Government National Tier 1 exercises.
  • Developing a policy framework for the professional development of resilience managers, including consistency over job roles and responsibilities and to scope learning pathways to support competence and sustainability within NHSS.
  • Working with professional bodies to establish recognition of resilience professionals and scoping the potential for accredited learning for health and social care resilience.
  • Developing the strategy for delivering internal directorate learning around emergency preparedness, resilience and response arrangements within H&SC.
  • Divisional Responsible Officer for Training and Exercising element of CONTEST Prepare.
