Full Job Description

To manage the Procurement Operations team in the delivery of their objectives and be the accountable person to ensure efficient and effective administration of the company's Procurement to Pay (P2P) system and procurement plan. The Procurement Operations Manager shall have five key focuses:

  • Overseeing (and take direct lead where required) of the procurement of goods and services associated with all corporate categories and sub-categories within the business (including but not limited to): IT hardware/software and services; financial services; investment advisory and services; HSEQ compliance and support; professional marketing and communication consultancies; ad hoc professional services; office/external corporate facilities, labour, trades, plant, equipment, vehicles, accommodation, and any other required premises/venues.
  • Overseeing (and take direct lead where required) of the procurement of goods and services associated with non-strategic construction and engineering categories relating to the company's operational power generating asset sites and development/construction projects (including but not limited to): civil engineering/groundworks; enabling works; spare parts/components; testing and certification; commercial consultancy services; technical, engineering, and environmental advisory and services; HSEQ compliance and support; licenses and training; site compound office and facilities, labour, trades, plant, equipment, materials, vehicles etc.
  • Master user and compliance lead for the company's Procure to Pay (P2P) system and Procurement Policy. Ensure that all Purchase Requisitions (PReqs) are raised/converted to Purchase Orders (POs) in a timely manner in accordance with the corporate Procurement Policy. Ensure that all POs satisfy Baseline Diligence before governance approval and final contractual commitment to the supplier. This extends to POs associated with all goods and services relating to our strategic engineering and construction categories of procurement including any associated support to Contract Managers.
  • Take lead responsibility for the company procurement plan. Accurately capture the procurement needs of the company and take necessary steps to ensure delivery of procurement to meet required delivery and commencement dates to stakeholder requirements.
  • Provide strategic support to the Head of Procurement and Commercial to ensure that departmental polices, processes, templates, guidance notes, and governance controls are fit for purpose and promote throughout the wider business to minimise risk and maximise value of the company's supply chain., Management and development of Procurement Specialists within the Procurement Operations team.
  • Set tasks to ensure satisfactory completion of the departmental and company objectives
  • Ensure effective delivery of procurement services to the company with a key focus on goods and services required by the corporate side of the business.
  • Take direct responsibility when assigned as Procurement Representative (Procurement Rep) to lead the procurement process for more complex/high risk/high value goods and/or services.
  • Ensure full compliance with the corporate Procurement Policy and take lead ownership of the company procurement plan. Engage with other departments, teams, and individuals as necessary to fully embed this policy and the associated process and systems.
  • Lead administrator (as a master user) for the P2P system; ensure Procurement Specialists raise POs and satisfy Baseline Diligence.
  • Run reports and carry out reconciliation efforts to ensure the smooth operation and accuracy of the full end-to-end commercial purchasing stream i.e. ordering through to goods receipting and final payments.
  • Ensure procurement related registers/trackers/schedules etc. are updated. Take direct lead responsibility of our Tender Management System.
  • Ensure Procurement Operations provide support in the administration of the Contract Management System (CMS) with a primary responsibility to ensure reconciliation with the P2P system to produce accurate contract ledgers for the company's entire business interests.

  • Evaluate the appropriateness of various procurement routes and implement an optimal strategy that meets the needs of the stakeholders L3
  • Producing and/or compiling tender documentation such as letters of invitation, forms of tender, health and safety documentation, technical documentation, contractual details, and pricing documents. L3
  • Utilisation and interface with a Contract Management Software System (CMS) L2
  • Perform diligence on supplier terms and lead negotiations accordingly to initiate amendments that best serve the company's interests L1
  • Review and engage with Legal on their contract review reports/feedback; internally liaise and seek support from Contract Managers to negotiate and mutually arrive at an optimal position in which to engage suppliers L2
  • Perform tender comparisons, reports etc. and generally manage the tendering and negotiation process (including administration of the tender document management system) L3
  • Carry out commercial reviews of suppliers on high value procurement to determine holistic strength of the company with a key focus on financial standing L3
  • Preparing high quality reports. L3
  • Quantify risk through the procurement process and ensure this data informs the overall risk profile of the procurement request. L3
  • Knowledge of relevant insurances, securities etc. to ensure such provisions are in place to mitigate risk L2
  • Production and/or review of pricing documents such as schedules of activities/works, schedules of rates, lump sum quotations, day works etc. L3
  • Establishing and maintaining effective communication systems with stakeholders L3
  • Establish and chair review meetings for key suppliers L3
  • Review allocated purchase requisitions to ensure correct procurement L3
  • Interface with the company P2P system regarding PReqs and POs L3
  • Raise (release) POs. L3
  • Liaise with Requesters and Finance to facilitate smooth operation of the purchasing process (request>review>order>goods receipt>payment). L3
  • Review purchase order changes and ensure compliance with process L3
  • Engage with and prepare data for internal/external auditors as required L3
  • Establish stakeholder objectives and ensure the procurement strategy meets these objectives L3
  • Create and regularly issue reports to relevant stakeholders L3

    Minimum Level 4 (Diploma in Procurement and Supply) from the Chartered Institute of Procurement & Supply (CIPS) or equivalent from another professional institution., Effective Communication
