SCTS plays a key role in the administration of justice. We fulfil our purpose by providing the people, buildings and services needed to support the judiciary, the courts, devolved tribunals and OPG. Our work focuses on improving access to justice, reducing delay and cost within the justice system, modernising our services in line with reform, and using leading technology to improve our services for everyone.
The Procurement Team works across the whole of SCTS business at all levels. This is an exciting role within the Procurement function of the Finance and Procurement Unit (FPU). FPU is part of the Scottish Courts & Tribunals Service (SCTS) Corporate Services. The role reports to the Senior Procurement Specialist and works closely with other members of Procurement as well as Courts & Tribunals staff to deliver efficient and compliant contracts throughout the estate., The Procurement Specialist is responsible for assisting with the efficient delivery of the Procurement service including governance, professional advice, support, guidance, training and project administration. You will lead on procurement projects for SCTS varying in size and value and supporting all categories of spend. This role will sit within the Estates and Built Assets category with a focus on that category of spend.
Working with and influencing key senior stakeholders, you will drive delivery, realise identifiable savings, contribute to the wider public sector economic and sustainability agenda and play a key part in delivering a robust procurement service. You will work across the organisation, sharing experience and input to the identification and deployment of best practice. You will be required to resolve complex issues when necessary to achieve outcomes providing robust commercial advice and guidance to stakeholders and assurance levels of a high standard.
Comprehensive understanding of public sector procurement
- Knowledge of e-Procurement and Purchase to Pay
- Effective written and confident verbal communication skills
- Excellent stakeholder, contract and supplier relationship management skills.
- Data analytical skills
- Proven experience of leading low / medium value / risk public sector procurement projects and of supporting high value / risk public sector procurement projects.
- Experience of strategic procurement techniques
- Experience of delivering successful outcomes and outputs and supporting a culture of continuous improvement.
