Full Job Description

The Regional Office represents the Department of Natural Resources & Conservation's Water Resources Division (WRD) in a designated area of Montana. The water resources regional office administers and enforces WRD programs and day-to-day operations within the assigned multi-county area. The water resources regional office's mission and responsibility is to promote and coordinate wise use and conservation of Montana's water resources, manage state-owned surface and groundwater resources, and implement and enforce programs according to state law, rules, and policies of the State of Montana and the Department., The Regional Manager performs supervisory, technical, and professional resource management work for a Regional Office of the Department of Natural Resources & Conservation Water Resources Division. The incumbent has responsibility for staff oversight and implementation of programs for the Water Resources Division, including the Water Rights Bureau, Adjudication Bureau, Water Management Bureau, Water Operations Bureau, State Water Projects Bureau, and Compact Implementation Program. This includes approval and issuance of all water rights and related governmental actions within the region and managing personnel and resource needs to complete program responsibilities in the most efficient and effective manner.

Qualifications for this position are typically acquired through a combination of education and experience equivalent to a bachelor's degree in a natural science (resource management, engineering, hydrology, biology, range science, etc.) with at least five years of progressively responsible experience in water resource management, personnel management, public speaking, technical writing, and conflict resolution management. Including a minimum of three years of leadership experience.,

  • Comprehensive knowledge of Montana water law, relevant interstate and reserved water compacts, government operations, field investigation methodologies; and negotiation, mediation and conflict resolution techniques.

  • Comprehensive understanding of the dynamic nature of water resources resulting from annual variations in availability, the mobile nature of water, groundwater/surface water interactions, and the large number of diverse water users.

  • Thorough knowledge of department operations and the theories, concepts, principles and methods of personnel management, resource management, organizational systems design.

  • Thorough knowledge of budget management.


  • Excellent communication, both oral and written, including technical and legal documents and findings.

  • The ability to communicate effectively and accurately, with a variety of audiences on issues of mutual concern and interest, for the purpose of diffusing controversy, working out solutions to difficult problems, and implementing rules, laws and policies is essential.

  • Incumbent must be skilled at presenting technical and legal information in a comprehensible format to diverse audiences with limited technical or legal background.

  • The incumbent must be able to focus and direct the efforts of both administrative and technical personnel working on concurrent projects in a cooperative environment; and to motivate, increase morale, and improve productivity, encourage positive attitudes, promote team concepts for doing work and solving problems, and lead subordinates by example.

  • Proven skills and demonstrated abilities in leadership and personnel management including training, directing, and supervising a multi-disciplinary team of employees in a variety of work functions with diverse work objectives and products., In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States. Examples of such documentation include a birth certificate or Social Security card along with a driver's license or other picture I.D., or a U.S. passport, or a "green card".
