To get a taste of what we do, our facilities and our hybrid working approach please see the following link for a short video, As a Senior Finance System Accountant, you will bring your combination of accounting knowledge and proven experience of systems change to support the finance team in managing the financial systems and the interfaces with other systems across Registers of Scotland (“RoS”). You will support the maintenance and development of the finance systems, whilst ensuring the associated processes meet organisational needs. You will ensure that there are robust system controls in place to support the provision of accurate and timely financial information to RoS. Working closely with the Financial Systems Manager, you will train the finance team and work with colleagues across RoS to seek ways to improve and support finance systems, which will include a major system implementation within the 3-5 years. The post holder will be required to operate the finance system and the main reporting tools and interact with a range of other systems including asset management, banking, payment, payroll and procurement systems whilst fully understanding the impacts on accounting treatment and financial reporting., Your main duties will include: + You will work closely with the finance team to identify and deliver efficiencies, standardisation and automation to reduce manual interventions. + You will be responsible for ensuring that sufficient controls/documentation are in place and the end-to-end process mapping and documentation of reporting. + Ensuring the finance system and associated systems are accurate, alongside providing timely and robust information to key stakeholders, some of which you may have to identify through proactive business partnering. + You will work alongside colleagues providing the accounting knowledge on finance systems projects + Continuous improvement on both systems and finance process will be integral to the role + Work in collaboration with colleagues on the production of system produced reports including the production of key data and financial analysis + Support the month and year end accounts process where required + Oversee the maintenance of the organisation's chart of accounts, and financial data structures including cost centres, organisation structure, posting rules, access rights etc. + Ensure finance systems guidance documents, policies and procedures are accurate, up to date and are in line with best practice. + Activities relating to the finance system development within the RoS roadmap, including testing. Specifying high level requirements, and work with colleagues on the detailed functional designs to ensure the finance system meet the accounting needs of the organisation. + Working in collaboration with RoS colleagues in the scoping, tendering and delivering a replacement for the current finance system in the medium term (3-5 years). + Liaise with external system suppliers and partners representing RoS at user group meetings. + Work with IT risk and security colleagues on ensuring robust controls and governance procedures are maintained + Build reconciliations to verify finance system entries align to other RoS systems e.g. income completeness + Line management responsibilities with the requirement to manage, support, and develop a small team + Any other ad-hoc duties commensurate with the role/grade, • A CV setting out your career history and how you meet the Responsibilities and Technical competence required in the role (we recommend no more than 4 pages in length). • Provide an example on how you meet each Competency (300 words maximum for each answer), for the role. We will invite suitable candidates to an assessment centre on Wednesday 5th February, though this is subject to confirmation. Assessments are to include a competency-based interview and a case study exercise which will conducted as a role play scenario, details of which will be shared with candidates who successfully make it through the sift stage. We will be assessing candidates in-person at our Edinburgh office in Meadowbank House, (though we may invite you attend assessment at one of our office locations with prior agreement). Assessments and appointments are made in line with the Civil Service Recruitment Principles, in strict merit order.

+ Ideally qualified accountant (CCAB or UK equivalent) although part qualified may be considered if there is proven relevant accounting and strong systems experience. + Proven experience and interest in operating, improving and changing complex finance systems + Excellent IT skills including advanced Excel + An excellent understanding of financial controls and reflecting these through workflows and controls in financial systems.
