Full Job Description
We're recruiting for a Senior Government Digital & Data Profession Manager - Capability & Skills here at Justice Digital, to be part of our warm and collaborative Strategy & Operations team. The Cabinet Office created what is now named the Government Digital & Data Profession to attract, develop and retain the people and skills that government departments need to achieve government transformation. Professionalisation is a cross-government priority and the Government Digital & Data Profession is a top priority for the Ministry of Justice (MoJ) and operated out of Justice Digital. We are invested in building our Capability Team, a part of the Strategy and Operations directorate, to support that priority. In this role you will be a key member of that team and across our efforts to build the broader capability that will deliver vitally important products and services across the MoJ. MoJ utilises the Government Digital & Data Profession Career Framework, operated by the Central Digital & Data Office which is part of the Department for Science, Innovation and Technology. This both attracts new talent and helps us retain existing Civil Servant talent by building their skills and careers within MoJ. It is shaping our communities of practice as well as maximising the impact of the CDDO mission to provide alignment across government. Additionally, the broader team proactively runs and maintains an impressive Continuing Professional Development (CPD) and Learning and Development package for the entire Justice Digital Government Digital & Data profession as well as our enabling professions, alongside exciting Emerging Talent routes and products. You will have a key role in ensuring colleagues within Digital Capability as well as across Justice Digital have the right tools and insight in order to determine the best approach to hiring and developing people. This is especially important for us in Digital, as finding and retaining a workforce with technical, specialist and hard to find skills can be a challenge - but a really exciting one! Your role will include leading on how we manage, refresh and simplify our job descriptions, capture skills and insights of our colleagues, utilise wider knowledge of other government departments and the technology industry to inform our plans and provide the right information and guidance on career paths. There is a lot to do and we want someone who can handle lots of information and detail, is able to work well with others and is able to implement changes in a positive way.
- You will manage the content for the 'Job Role Catalogue' (JRC) which is the bank of job descriptions for the department which aligns to associated frameworks including 'GDD' and 'as well as our own Justice Digital Capability Framework.
- You will also oversee JRC's governance, working closely with Heads of Professions (subject matter experts, who own the job description content for their respective job role).
- The JRC is a critical product that sits at the heart of our recruitment and career development processes, and so it's essential that the content is fit for purpose and that we are using it in the most productive and valuable way.
- One essential associated product that you will be involved in creating is the 'Justice Digital Capability Framework documents - which are fundamental to providing role and career guidance and clarity to all and informing the structure of our learning and talent programmes.
- As part of the wider Capability team you will also support projects that allow us to understand more about the Digital skills in wider Government and the industry, to shape our Capability Strategy.
- For all elements of your work, it's imperative that you work closely with stakeholders across our Digital teams, including technical specialists and senior leaders; HR; external suppliers and partners; other government departments; and of course your team mates within Digital Capability.
- Ensuring our effectiveness and success in supporting GDD professionals through our service and product offerings
- Engaging with other government departments, including CDDO to maximise the link between communities of practice, share best practice and learn from other teams
- Working with colleagues in the broader Capability Team
- Utilising best practice approaches, methodologies and tools to drive quality outputs and continuous improvement
- Ensuring individuals across GDD have a good understanding of the GDD Profession and its constituent parts

- Solid experience of working in a capability-build environment - for example, in either Learning & Development, Recruitment or HR.

- Understanding of role or capability frameworks or assessments, for example the creation of job descriptions, GDD or SFIA frameworks, or tool/processes to understand and capture the knowledge, skills and abilities of a workforce. In Justice Digital, we recruit using a combination of the Government Digital and Data Profession Capability and Success Profiles Frameworks. We will assess your Experience, Technical Skills and the following Behaviours during the assessment process:

- Working Together A diverse panel will review your application against the Person Specification above. Successful candidates who meet the required standard will then be invited to a 1-hour panel interview held via video conference. Should we receive a high volume of applications, a pre-sift based on your experience of working in a capability-build environment - for example, in either Learning & Development, Recruitment or HR will be conducted before the sift., To apply for roles in MOJ you will need to confirm your employment history for at least 3 years prior to the date of application so that pre-employment checks (BPSS) can be undertaken. If you have spent significant time abroad (a total of 6 months in the past 3 years) you would be required to give a reasonable account of the reasons why. For some roles you will be required to successfully complete National Security Vetting at Counter Terrorism (CTC), Security Clearance (SC) or Developed Vetting (DV) level as a condition of appointment. To meet CTC/SC/DV requirements you will normally need to have been resident in the UK for at least 3/5/10 years prior to the date of application (The level of checks that are required are stated in the advert).
