THE ROLE: Management of the ScotRail commercial, community and residential property portfolio to deliver optimal rental income and wider business benefits. Leadership of a small team of portfolio managers providing expertise and supporting professional development. Growing the portfolio through new opportunities in partnership with ScotRail Property Services and Network Rail will be key to the success of this role. Creating a virtual team with colleagues in Property Services, Health & Safety, Sustainability, Insurance, Network Rail and Legal (external) will be required to ensure the smooth and safe running of the portfolio.

KEY RESPONSIBILITIES:

  • Maximise the income potential of the portfolio through the management of the rent review and lease renewal process.
  • Support the development of non-commercial leases that deliver wider community and economic benefits.
  • Undertake valuations, negotiations, service of notices, instructions for rent review and lease renewals.
  • Liaise with ScotRail’s external solicitors and external solicitors as appropriate managing performance and cost.
  • Assist in the undertaking of ScotRail’s obligations as a landlord including enforcement of tenants’ covenants.
  • Work with ScotRail’s Safety, Risk and Assurance team to ensure safety validation and general Health & Safety requirements are understood and accepted by tenants.
  • Develop and manage systems to monitor tenants’ maintenance obligations such that there is minimal risk to ScotRail and Network Rails operational infrastructure.
  • Deliver good quality estate management of let and void properties such that there are minimum risks to ScotRail’s estate and obligations to Network Rail.
  • Manage tenant credit control, service charges and tenants’ issues and queries on a day-to-day basis.
  • Contribute to the identification of investment and revenue opportunities to maintain or enhance the physical quality and improve the revenue potential of the estate.
  • Manage completion of required documentation in a satisfactory and timely manner.
  • Management of the portfolio in compliance with statutory legislation, best practice, and professional principles.
  • All reviews and renewals are completed by the due date. Work with stakeholders to determine which course of action is best at a lease expiry, write recommendations and execute decision.
  • Develop and maintain appropriate liaison with contractors, local authorities, Network Rail and within ScotRail to deliver effective management of the portfolio.
  • Set revenue forecasts for portfolio considering all internal and external factors.
  • Lead and manage tender exercises in a concise and timely manner.
  • Create, maintain, and call upon a suite of potential retailers for vacant opportunities.

SKILLS & QUALIFICATIONS:


Essential

  • Educated to degree level or equivalent
  • Training for MRICS qualification
  • People management skills
  • Strong negotiation skills
  • Positive and proactive team player

Desirable

  • MRICS qualified
  • Holder of full drivers' licence

Hours of work: 35 hours per week. Reference Salary: £50k per annum.

Selection process: Assessment and Interview may form the initial stages of the selection process. The final stage for successful candidates will be a medical questionnaire. Appointees must submit at least two satisfactory references, Disclosure Scotland clearance and complete a six-month probation period. Training initially involves attendance on our virtual Induction Training Programme.
