Full Job Description
A fantastic and new opportunity has arisen to join BEAR Scotland's NW Severe weather team as a full time Severe Weather Officer/Winter Service Duty Officer.
The North-West Trunk Road Unit spans some 1,422km of trunk road through some of the most scenic parts of the country. It also includes 1,501 bridges and structures, including the Kessock Bridge which carries the A9 north of Inverness and the A87 Skye Crossing.
The North-West Unit covers a huge area of Scotland, from Thurso and Wick in the very north of the Highlands down to Campbeltown in Argyll and Bute, from Uig on Skye to Perth and Stirling in the central belt.
Based in the Perth office and reporting to the Severe Weather Manager, the main responsibilities of the role will involve co-ordinating the day-to-day delivery and ensuring contractual compliance of the Winter Service. During the winter service period, which runs from the 01 October through to the 15 May, the successful candidate will work to a 4 days or nights on and 4 days or nights off 12-hour shift pattern. Between 16 May and 30 September, the successful candidate will work a 5-day 40-hour week.
The role will also involve the design and implementation of schemes to resolve problems related to non-winter severe weather conditions.
Responsibilities include:
Ensure compliance with Health, Safety, Environmental and Quality procedures that form part of BEAR's Integrated Management.
Following receipt of the 36hr Forecast preparation of the Daily Winter Action Plan ensuring all winter service actions are planned in accordance with the contractual treatment matrix.
Ensure the Daily Action Plan is sent in a timeously manner to allow readiness at depot level for the days/nights Winter action.
Monitor live conditions from the Network Hub ensuring any changes to conditions or forecast are dealt with proactively and updated plans sent to those areas requiring update.
Liaise with various 3rd Parties including but not limited to Transport Scotland, the emergency service's and other Operating companies.
Ensure all records are uploaded to the relevant folders daily and in a timeously fashion and checked for compliance.
Preparation of reports when required to do so in conjunction with the Severe Weather Manager.
Assist in the delivery of a fully compliant service.
A knowledge of winter maintenance would be ideal but not essential as full training will be given including but not limited to the IHE Winter Decision Makers Course.
An academic qualification in civil engineering.
Proficient in the use of Microsoft Office packages.
Ability to work to tight deadlines and work well under pressure.
Ability to work effectively in a team.
Good communication skills.
Ability to solve problems.
Flexible attitude to working practices.
Capable of self-management and self-motivation.
Change management.
