An exciting opportunity has arisen for a Team Leader – Community Housing.

We are seeking a dynamic and experienced Team Leader to oversee the work of the community housing team within the Brechin area. The successful candidate will manage the day-to-day services within the local community housing team to ensure delivery of a customer focused housing service. This includes allocations, housing options, homelessness and prevention, anti-Social Behaviour, repairs and maintenance, tenancy, estate and void management. You will ensure that objectives are met that contribute to the achievement of the outcomes set out in the council’s corporate and other plans including the new housing service improvement plan.

Key Responsibilities:

1. Effectively manage housing officers (communities) and community housing assistants within the community housing team and ensure adherence to all relevant Council policies, legislation and the department’s overall objectives including implementing new and existing legislation.

2. Manage and monitor agreed repairs budgets in line with the scheme of delegation, ensuring value for money, contractor performance and excellent customer service.

3. Oversee and ensure compliance with health & safety responsibilities and regulations.

4. Liaise with Elected Members, MPs and MSPs following enquiries made and respond to corporate complaints.

5. Represent the community housing team service at multi agency meetings, maintaining good working relationships with internal and external stakeholders such as Police Scotland (MARAC, MATAC, MAPPA), Health and Social Care (Adult, Child Protection and Complex Needs), Education, Prison Service, and private landlords to achieve housing outcomes for complex cases.

6. Play a lead role by contributing to the ongoing review of existing policies and practices and new service areas to ensure compliance with legislative requirements, service plans and strategies and promotion of the continuous improvement to deliver excellent housing services, as a member of the housing improvement teams.

7. Deputise for the Community Housing Team Manager as required and represent to the council at external forums, working groups, Scottish Housing Network and Scottish Government.

8. Support the Housing Service to deliver customer focused and efficient services through adherence to Scottish Social Housing Charter and other regulatory requirements.

9. Prepare reports, carry out analysis and make decisions when dealing with complex cases, disputes, and regeneration issues etc. including reports for HMT.

10. Participate in internal and corporate working groups, forums, and teams to inform continuous improvement and improved customer satisfaction.

This job is temporary for up to 12 months from date of appointment as the post is within scope of a service review currently being conducted within the Housing service.

Internal and external applications on a secondment basis will be considered. You must have the approval of your line manager / organisation.
