We are seeking an experienced Training and Development Manager to drive our People Development Strategy that will build capability and improve performance across our complex and dynamic business.


Formed in 2000, BEAR Scotland is an alliance of three highly successful organisations who are prominent in the United Kingdom roads sector – Vinci, Jacobs and Breedon – joining together to provide trunk road network management and maintenance solutions to Transport Scotland.


Collectively these organisations span the world, allowing us to call on the global strength and expertise of our shareholders where required.


Since 2000 we have been involved in five generations of Transport Scotland Trunk Road Operating Company contracts covering various areas of Scotland and are presently responsible for approximately 60% of Scotland’s trunk road network. This includes the Northwest and Southeast Scottish Trunk Road Units.

This role is a full time position to be based in Perth or South Queensferry. The successful applicant can apply for hybrid working following their training period.

The Training and Development Manager will oversee the development and implementation of comprehensive training programs that address regulatory, behavioural, leadership, and early career development needs. The role requires managing large training budgets and introducing modern digital training and development platforms to enhance employee skills, management capability and organisational performance.


Key Responsibilities:

·      Training Needs Analysis:

o  Conduct regular training needs assessments to identify gaps and areas for improvement.

o  Develop and implement training plans based on the analysis

o  Facilitate the inputs from personal development plans and devise development priorities in line with annual budgets

·      Regulatory Compliance:

o  Ensure all of BEAR Scotland’s compliance related training is captured and is flagged when expiring

o  Ensure all training programs comply with relevant UK regulations and industry standards.

o  Stay updated on changes in regulations and adjust training programs accordingly.

·      Behavioural Development:

o  Design and deliver training programs focused on behavioural skills, including communication, teamwork, and conflict resolution.

o  Monitor and evaluate the effectiveness of behavioural training initiatives.

·      Leadership Development:

o  Create and implement leadership development programs to cultivate future leaders within the organisation.

o  Provide coaching and mentoring to emerging leaders.

o  Provide line managers with the skills required to manage individuals and teams

·      Early Career Development:

o  Develop and manage training programs for early career employees, including onboarding and induction processes.

o  Implement mentorship and buddy programs to support new hires.

·      Budget Management:

o  Oversee the training budget, ensuring cost-effective use of resources.

o  Prepare and present budget reports to senior management.

·      Digital Training Platforms:

o  Introduce and manage modern digital training platforms to facilitate online learning and development.

o  Evaluate and integrate new technologies to enhance training delivery and efficient recorng of training records

·      Program Evaluation:

o  Monitor and assess the effectiveness of training programs through feedback and performance metrics.

o  Continuously improve training content and delivery methods based on evaluation results.

·      Collaboration:

o  Work closely with HR, department heads, and external training providers to ensure alignment with organisational goals.

o  Foster a culture of continuous learning and development within the organisation.


Qualifications:

·       Bachelor's degree in Human Resources, Education, Business Administration, or a related field.

·       Proven experience in training and development, preferably in a managerial role.

·       Strong knowledge of UK regulatory requirements and industry standards.

·       Excellent communication, leadership, and interpersonal skills.

·       Experience with budget management and financial reporting.

·       Strong facilitation and or training delivery expertise

·       Proficiency in using digital training platforms and e-learning tools.

Skills:

·       Analytical and problem-solving skills.

·       Confidence and gravitas when facilitating groups at all levels

·       Exceptional emotional and social intelligence

·       Ability to manage multiple projects and priorities and direct a team of training co- ordinators

·       Strong organisational and time management skills.

·       Ability to work collaboratively with diverse teams.


Experience:

·       Minimum of 5 years of experience in training and development.

·       Experience in managing large training budgets.

·       Demonstrated success in implementing digital training solutions.

·       Accredited Psychometric assessor
