BEAR Scotland is a dynamic and growing organisation committed to nurturing a positive, progressive and inclusive work environment. We are seeking an experienced and visionary Head of Human Resources to lead the HR function and drive our people and culture strategy across our complex and dynamic business.

Formed in 2000, BEAR Scotland is an alliance of three highly successful organisations who are prominent in the United Kingdom roads sector – Vinci, Jacobs and Breedon – joining together to provide trunk road network management and maintenance solutions to Transport Scotland.

Collectively these organisations span the world, allowing us to call on the global strength and expertise of our shareholders where required.

Since 2000 we have been involved in five generations of Transport Scotland Trunk Road Operating Company contracts covering various areas of Scotland and are presently responsible for approximately 60% of Scotland’s trunk road network. This includes the Northwest and Southeast Scottish Trunk Road Units.

This role is a full time position to be based in Perth or South Queensferry. The successful applicant can apply for hybrid working following their training period

As the Head of Human Resources, you will play a pivotal role in shaping and executing the people and culture strategy to support our business objectives. You will be responsible for leading the HR team, fostering a positive and inclusive workplace culture, and ensuring that our HR practices drive performance, inclusiveness and enhance the BEAR Employer Brand

Key Responsibilities:

·       Strategic HR Leadership:

o  Develop, implement and execute a comprehensive HR strategy and annual plan that aligns with the company's vision and goals.

o  Provide strategic guidance, insight and support to senior leadership on HR matters, best practice, market intelligence and change initiatives

o  Build HR capability by developing modern HR skills and technology

·       People and Culture Strategy:

o  Champion a culture of diversity, equity, and inclusion across the organisation.

o  Lead efforts to build a strong employer brand and attract top talent.

o  Develop and implement programs to promote employee well-being and work-life balance.

o  Introduce innovative ways to measure organisational and employee health and engagement and act on those insights.

·       Talent Management:

o  Oversee talent acquisition, development, and succession planning.

o  Implement modern fit for purpose performance management systems/processes to drive high performance and accountability.

o  Identify and address skills gaps and training needs.

o  Advise and manage a multigenerational employee workforce

·       Organisational Development:

o  Lead organisational change initiatives to support business growth and transformation by keeping abreast of technology, systems and workplace trends

o  Foster a culture of continuous improvement and innovation.

o  Collaborate with leaders to design and implement effective organisational structures and workforce planning

·       HR Operations and Compliance:

o  Ensure compliance with employment laws and regulations.

o  Oversee HR policies, procedures, and systems to ensure efficiency and effectiveness.

o  Manage HR budgets and resources effectively.

·       Employee Relations:

o  Serve as a trusted and credible advisor to leadership and employees on HR-related issues.

o  Address employee concerns and resolve conflicts in a fair and timely manner.

o  Promote a positive and inclusive workplace environment.

·       Data Analytics / Metrics:

o  Be able to build and report on a set of commercial people metrics that insightful and drive growth

o  Align employee cost base to commercial performance through smart workforce planning and modelling

·       Communication:

o  Drive collaborative and relevant communication through modern media channels

o  Have an annual communications plan that drives regular and “employee valued” communications activity

o  Must be adept at public speaking / presentation at all levels, internally and externally

Qualifications / Skills:

·       Bachelor's degree in Human Resources, Business Administration, or a related field (Master's degree preferred).

·       Proven experience in a senior HR leadership role within a complex organisation with reporting responsibility to the Board

·       Coaching qualification

·       Strong strategic thinking and analytical problem-solving skills.

·       Excellent communication and exceptional emotional and social intelligence interpersonal abilities.

·       Demonstrated ability to lead and inspire a diverse team.

·       In-depth knowledge of HR best practices and employment laws.

·       Experience in driving cultural change and organisational development initiatives.

·       Confidence and gravitas when facilitating groups at all levels

·       Ability to manage multiple projects and priorities and be comfortable managing change and ambiguity
