Full Job Description
We are looking for a permanent, part time (21 hours per week) Health, Safety and Risk Manager to lead the National Library of Scotland on these matters and to maintain, develop and enhance the Library’s health, safety and risk processes.
You will be the Library’s principal lead for these matters and will work closely with other managers across the Library to drive continuous improvement.
There are excellent foundations, and you will have the chance to develop these and add your own ideas. You will also have the chance to develop your own skills.
This is a key role for the Library. The Health, Safety and Risk Manager is a member of the Library’s Extended Management Team (EMT).
Duties include:
• Ensure that the Library’s legal obligations are met with regard to health and safety, acting as the legally designated ‘Competent Person’ in accordance with Section 7 of the Management of Health and Safety at Work Regulations 1999.
• Work with managers across the Library to design and deliver effective policies, procedures and guidance to meet the Library’s legal responsibilities and to promote health and safety.
• Establish and maintain effective policies and procedures for health and safety.
• Ensure compliance with issues relating to fire safety and other elements of the Library’s Fire Safety Policy.
• Audit health and safety systems and work with managers to deliver improvements.
• Where required, support the Estates team in reviewing contractors/sub-contractors Risk Assessment & Method Statements (RAMS).
• Investigate accidents, incidents and near misses. Advise on action required to prevent re-occurrence.
• Prepare regular quarterly health and safety compliance reports for the NLS Board.
• Conduct work-based assessments and make recommendations where required,
• Support the HR Team, managers and staff in implementing any recommendations or reasonable adjustment recommended by our Occupational Health Provider or other specialist.
• Identify training requirements with respect to health and safety for all staff across the Library and arrange or provide delivery of such requirements.
• Attend incidents in working hours, and when required out with working hours attending the premises where health and safety or risk management expertise is required.
• Direct and support the work of the NLS Health and Safety Committee.
• Develop the Library’s approach to risk management including the development of the Risk Management Policy & procedures, effective risk identification, evaluation, prioritisation and reporting.
• Work with Directors, teams and Project Managers to ensure Departmental and Project Risk Registers are appropriate and up to date.
• Maintain the Corporate Risk Register and update this regularly to ensure the Library Leadership Team and the Board are briefed on the level of risk exposure.
• Development of the Library’s Strategic Risk Register including reporting to the Audit Committee and Board.
