The work of SCTS covers a broader range of issues than you may think. In providing support to Scotland’s courts, devolved tribunals and the OPG, we touch the lives of many people on a daily basis – be that through formal court or tribunal business, fulfilling your civic duty as a juror, paying fees or fines, seeking help in managing the affairs of an incapable adult or dealing with the estate of a loved one who has passed away. SCTS deals with over a quarter of a million cases and applications each year. Behind each one of these is an individual – looking to the system to help them assert their rights, address wrongs or provide support in a time of need. It is this work – which takes place every day in our courts, tribunals and administrative centres across Scotland – that consumes most of the time, energy and skill of our staff. Outline of job role and purpose:
This role is based in the People Practice & Culture (PPC) and Governance Team within Change and Digital Innovation (CDi), Its core purpose is supporting the organisation to maintain and the adherence to and continuous improvement of our Change Governance framework (LOAD). The post-holder will also be the main point of contact with Scottish Governments Digital Assurance Office.
The PPC and Governance Team is led by the Head of PPC and Governance and overseen by the executive Director of CDi. The post-holder will work with both to ensure delivery of Change via the Change LABs complies with the LOAD framework to deliver change at pace and value on behalf of SCTS. They will pro-actively seek opportunities to build compliance into SCTS Change processes and protocols to mitigate the impact of business disruptions.
As well as leading on Compliance and Assurance, the post-holder will support the team to deliver into other corporate governance activities relating to business planning, risk management and corporate reporting. The role will involve line management responsibility for 4-5 direct reports.
The post-holder must be able to work autonomously and proactively to plan, prioritise and deliver their own areas of work. Equally, they should be collaborative, working in alignment to the strategic priorities of the organisation and supporting the wider work of the delivering change across SCTS. They should be comfortable working at pace to manage multiple priorities and competing demands.
The role requires flexibility and agility in how work is prioritised and delivered, particularly because delivery of Change initiatives demand competing priorities and resource dependences which have to be understood and managed. The post-holder will support the Change Function within CDi and be a key contact between CDI and Scottish Governments Digital Assurance Office (DAO).
Experience in presenting and facilitating will be beneficial, as delivering training sessions and facilitating workshops on Agile Working and our LOAD Framework both within CDi and the wider SCTS is a prominent part of the role.
The role includes overseeing the work of the Project Support Officer(s), ensuring consistent standards and reporting methods are used across all Change LABs
Training and development will be available to the post-holder should they require it.
There will be ad hoc activities supporting the Change LAB teams, reports for the Executive Change Board (ECB) and Executive Action Boards (EABs). The role holder will support the wider work of the PPC and Governance Team.
The Key Responsibilities Include:
Compliance and Assurance
- Developing your knowledge in SCTS, you will become the lead adviser on the LOAD Framework which underpins the delivery of Change within SCTS– building and maintaining strong relationships across the business, and in particular with SCTS Corporate PGR team and Executive Change Board .
- Maintaining the organisation’s LOAD Framework and guidance to ensure that SCTS’ approach is in line with its changing operating environment and wider good practice.
- Supporting Change Labs and other SCTS business Units to ensure all collateral and artefacts are in place to support each phase of the LOAD framework demonstrating governance and control of delivering Change initiatives., Conduct internal audits on compliance against Load and alignment to Digital Service Standards Scotland DSSS) and enhance the LOAD framework knowledge and capability, driving improvement and standardisation to improve overall organisational delivery of change
- Managing and maintaining the Load Framework and Change governance with the annual programme of activities (review of strategy and guidance, plans, and testing).
Front Door Forum
- Oversee the management and facilitation of the Front Door Forum and the tracking of changes initiatives submitted through it.
- Supporting business units in the education and knowledge of the LOAD framework and develop tools, and standards for the delivery of Change Work with SCTS’ the Corporate PGR team teams on the development of Corporate Templates for Business Cases and delivery of benefits and value. Support the wider organisation with lessons learned activities on delivering Change Initiatives
Improvement and Development
- Developing and managing reporting to inform decision-making on Change initiative from submission to closure, risks and opportunities.
- Working with internal and external stakeholders (STCS Business Units, Scottish Government, justice partners and wider government networks), to build and maintain constructive relationships to foster an improved joined-up approach.
- Staying up to date with industry / sector best practice across government and incorporate good practice into SCTS’ approach.
Customer Service and Communications
- Provide excellent customer service and build trust in delivery of Change and related services.
- Help to manage and develop the CDI brand in delivering Change within SCTS and Scottish Government becoming a trusted go-to point for colleagues looking to take forward Change initiatives, understand the LOAD framework, source templates and standards to be followed..
- Lead effective team meetings, generating ideas, sharing knowledge, prompting discussion, improvements and providing feedback on activities and organisational development.
- Produce concise, understandable and well-written work, including reports to senior managers and external stakeholders.
- Design and deliver professional, tailored and blended training solutions across the organisation to ensure understanding of process and standards to ensure compliance.
