Full Job Description
You will have the opportunity to benefit from our flexible and agile working practices. This means you will work from home for part of your week and spend some time in council buildings to best suit your work, meetings and collaboration., An exciting secondment opportunity has arisen for two Housing Policy Officers to join the Performance and Improvement Team, supporting a wide-ranging programme of housing service improvement work.
These temporary positions will play a key role in delivering the Housing Service Improvement Plan, with each post holder acting as policy and improvement lead for specific service areas. One of the roles will have a particular focus on rent arrears and sustainable tenancies, supporting work to improve tenancy sustainment and reduce arrears. Another will support service improvement activity relating to temporary accommodation, helping to improve quality, access, and outcomes for people experiencing homelessness.
As a Housing Policy Officer, you will:
- Provide project management oversight, ensuring that robust governance and reporting arrangements are in place and maintained. You will act as the policy and improvement lead for designated service areas within the Housing Service Improvement Plan, working through one of the four Housing Improvement Service Delivery Groups.
- Lead or support targeted improvement activity, including service design and policy development, within your assigned area.
- Analyse current processes to identify strengths, weaknesses, and opportunities to streamline workflows, increase efficiency, and improve outcomes for tenants.
- Produce high-quality performance analysis and reporting to support evidence-based service development.
- Extract, manipulate, and analyse large, complex datasets - seeking opportunities for automation and improved data use.
- Ensure compliance with statutory obligations, including data protection and freedom of information.
- Lead and support research activity to inform policy and service decisions, including managing externally commissioned research in line with Council procurement guidance.
These jobs are temporary for up to 12 months from date of appointment.
Internal and external applications on secondment basis will be considered. You must have the approval of your line manager / organisation.
