Full Job Description
The Infected Blood Compensation Authority has recently been established to pay compensation to those who have been infected and affected by the infected blood scandal. The IBCA Data Governance team sits within the wider Data Directorate, and leads on Data Protection, Knowledge and Information Management, and Information Rights and Disclosure. IBCA is seeking a Head of Knowledge and Information Management to design, implement and maintain information management processes, standards and structures. Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer. Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA's work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer. This vacancy is for a G7 workstream lead, which will work within the Data Governance team, alongside other G7 members of staff who manage the other Data Governance functions. You'll oversee the entire information lifecycle from creation, storage, archiving and disposal, ensuring compliance with legal and regulatory requirements. You'll serve as the departmental records officer, ensuring all records are managed in accordance with statutory and regulatory obligations. Being responsible for the policies that demonstrate a safe and assured approach to managing data, while advising on risks and best practice, you'll support the delivery of IBCA's objectives. You'll demonstrate compliance with those requirements in an open and transparent way, continuously improving IBCA's information management standards as the service develops. Responsibilities
- Monitor IBCA's procurement activities to ensure all tools and platforms comply with KIM principles where applicable;
- Oversee the access to information held by IBCA, ensuring that this is securely maintained;
- Support the development of IBCA's information management systems, aligning these with KIM best practices;
- Lead the approach to training and quality assurance of all matters relating to information management;
- Provide line management for the KIM team hierarchy;
- Manage KIM administration, including reviewing and managing retention and disposal processes;
- Develop and implement KIM strategy, policy and guidance;
- Develop, implement and monitor an organisational KIM compliance framework;
- Build and maintain relationships with key stakeholders across the organisation to ensure embed and ensure compliance with KIM policy.
