About the role
We have an exciting opportunity for two Senior Procurement Specialists to join our busy and expanding Flexible Procurement Services team for a fixed-term two-year period.
While the core business of Scotland Excel is collaborative at the national level for the 32 Scottish local authorities (councils) and our member organisations, the Flexible Procurement team has a unique working environment in that the team works on behalf of our members, delivering local contracts for use by individual public bodies. As such, this is a client-facing position with a focus on customer relations and client satisfaction.
The successful candidate will have a good understanding of public sector procurement regulations and be capable of understanding financial/standing orders of our member organisations and adapting to our clients’ ways of working across various organisations. This team is called upon to manage tendering activities for goods, works and services in the areas such as IT, construction, facilities management, HR/finance, social care, consultancy and environmental. The team continuously tenders from market research and defining the procurement strategy, through development of documentation, managing the tender process, leading the evaluation, and conducting the activities to award. Contract management does not sit under our remit.

Key responsibilities
Working collaboratively within the team, and our clients you will;
- ensure compliance with relevant standing orders, statutory provisions, all relevant legislation and policies, procedures and processes
- manage the tender process for goods, works and service contracts
- effectively manage and deliver a wide-ranging portfolio of contracts including high value/high risk, regulated and non-regulated
- be committed to the provision and development of excellent customer service
Ideally, you will have;
- significant experience in the public procurement sector
- demonstrable commercial aptitude and ability to deliver results to agreed timescales in a demanding work environment
- strong organisational and multi-tasking skills with attention to detail
- excellent verbal and written communication skills
- strong MS Office skills
